JENNIFER BIEVER is a Director at Lewis, Bess, Williams & Weese and practices at the forefront of environmental, permitting and other regulatory issues affecting energy and natural resource companies.  Jennifer assists companies with respect to all aspects of state and federal regulatory regimes, including due diligence during transactions; rule and guidance development; permitting; implementation of compliance programs, self-evaluation of compliance; and enforcement.  Jennifer has robust experience handling the permitting of significant and comprehensive natural resource projects (including those on federal lands) and representing clients in the litigation that can arise in connection with such projects -- particularly on projects implicating the National Environmental Policy Act and the Endangered Species Act.  Jennifer is one of the leading legal experts on methane emissions from the oil and gas industry, having led industry's efforts in Colorado's recent methane rulemakings and having represented several companies in enforcement from state and federal agencies with respect to emissions from oil and gas storage tank facilities.  Jennifer has represented a range of companies in the energy and natural resources space from oil and gas operators, pipeline companies, ski areas, mining companies, and industry trade associations.
